EVの普及に向けては、バッテリーの重要性が増していて、その材料として欠かせないニッケルやコバルト、リチウムなどの重要鉱物は、中国などとの間で獲得競争が激しくなっています。

こうした中で、日本とカナダの両政府はバッテリーの安定供給に向けて、新たに覚書を結び、互いに協力していくことになりました。

覚書には、カナダでの重要鉱物の資源探査に日本が資金面や技術面で協力するほか、日本企業がカナダにバッテリーの生産工場を建設する際に、カナダ政府が補助金で支援することなどを盛り込む見通しです。

カナダは、ニッケルやコバルト、リチウムなどの重要鉱物の埋蔵量が豊富で、日本政府としては、バッテリーメーカーの現地への進出を通じて、バッテリーの安定供給につなげるねらいがあります。

また、隣国のアメリカへの輸出につながる効果も期待され、この覚書は、来週、西村経済産業大臣がカナダを訪れ、現地の閣僚らとの間で締結することになっています。

０００２ＧＭＴ（日本時間午前９時０２分）時点で北海ブレント先物は０．１７ドル高の１バレル＝９２．０５ドル。米ＷＴＩ先物は０．１９ドル高の８８．７１ドル。

両先物は前日、一時１０カ月ぶり高値を付けたが、米週間統計で原油在庫と燃料在庫が予想外に増加したことを受けて下落に転じた。

国際エネルギー機関（ＩＥＡ）は１３日に発表した月報で、サウジアラビアとロシアが原油の供給削減を年末まで延長したことにより、市場では第４・四半期まで大幅な供給不足が続くとの見通しを示した。 もっと見る

一方、石油輸出国機構（ＯＰＥＣ）は１２日に発表した月報で、今年と来年の世界石油需要が堅調に伸びるとの予測を据え置いた。 もっと見る

やはりトップ3はスーパーハイト勢

全国軽自動車協会連合会が、2023年8月の新車販売の車名別ランキングを発表した。

今秋の全面改良を予告しているものの依然として高い人気を誇るホンダNボックスが、前年同月比51.1％増（1万6821台）を成し遂げて、15か月連続でのトップを獲得する。

三菱eKクロスEV    宮澤佳久

続く第2位には同113.9％増の1万950台を販売したダイハツ・タントが、第3位には同29.9％増の8768台を売り上げたスズキ・スペーシアが位置し、前月と同様に軽スーパーハイトワゴンがトップ3を占めた。

注目モデルの動きを見ていこう。

いまや軽クロスオーバーモデルの定番モデルに位置するスズキ・ハスラーは、生産強化の効果もあって前年同月比53.6％増（7268台）を達成。

ライバルのダイハツ・タフトも健闘し、同20.8％増（4603台）を成し遂げる。

また、5月より販売を開始した三菱デリカ・ミニは、基本コンポーネントを共用する既存のeKシリーズとの合算で3593台と公表した。

一方、軽EVは“部品の供給不足による生産調整”の影響もあって、日産サクラが同31.3％減（2419台）、三菱eKクロスEVが同57.3％減（255台）と苦戦。

日産サクラは、7月に3174台、6月に3236台を販売。2500台を下回るのは4月以来だ。

三菱eKクロスEVは、7月に446台、6月に562台を売上げており、発売以来初めて300台を下回った。

また、軽バンのダイハツ・ハイゼット・カーゴ／アトレーも生産ラインの一部稼働停止が響いて、同5.1％減の6583台にとどまった。

なお、登録車と軽自動車を合わせた8月の車名別ランキングのトップ5は、ホンダNボックスが3か月ぶりの首位に返り咲き、前月トップのトヨタ・ヤリスは第2位に陥落。

以降はダイハツ・タント、トヨタ・カローラ、トヨタ・シエンタの順で続く。また、月間販売台数1万台超えは4車種と、前年同月の2車種から倍増。ここからも、生産状況の復調ぶりが推測できる。

医薬品供給不足とは？ 20年のジェネリック不正と薬価制度が背景に - 日経ビジネスオンライン

日本で医薬品の供給不足が2021年から続いている。20年末に後発医薬品（ジェネリック）メーカーの小林化工（福井県あわら市）の不適切な製造や品質管理の不正が発覚したことがきっかけになっている。だが、この問題は日本の薬価制度が抱える問題とも関係している。今回は日本や世界の薬不足と薬価制度について取り上げた過去記事を紹介する。

日本と世界で深刻化する「薬不足」

　近年、薬の供給不足が問題となっている。特にジェネリックが深刻だ。日本製薬団体連合会が23年7月に実施したアンケート調査では、ジェネリック全品目の32.4％が出荷停止・限定出荷になっているという結果が出た。

　この問題の直接的な原因としては、20年に発覚したジェネリックメーカーの不正をきっかけに、21年以降複数社への業務停止命令が出されたことが挙げられる。それによる薬不足が2年以上続いていることになる。しかし背景には、日本の薬価制度が抱える課題もある。

　薬不足は日本だけでなく、世界が共通して抱えている課題でもある。この記事では国内外の薬不足をめぐる現況と課題について、過去記事から紹介していく。

薬局の混乱収まらず　医薬品供給不足を招いた過度な「文書主義」

　21年にジェネリックメーカーが行政処分を受けたことをきっかけに始まった薬不足だが、承認書と製造実態とを一字一句照らし合わせるような規制の在り方に疑問を示す声も上がっている。日本では医薬品承認の申請資料に原薬や製剤の製造方法に関する細かな内容を記載しなくてはならないが、それと製造実態を合わせるよう厚生労働省から強く求められている。それが国際的に見て厳しすぎるというのだ。

日本の医薬品、供給力が危ない

　薬の供給を不安定なものにしているのが、医療費の増加を抑えるため毎年実施される薬価改定だ。世界では今後、年率数％で市場の拡大が見込まれるが、日本の医療用医薬品は市場縮小が続くとみられている。そうした環境下で、特に中小の製薬会社は経営が厳しくなっており、将来の医薬品供給に不安が残る。ジェネリックメーカーについては厚生労働省が無通告の査察を強化するとしており、メーカーの淘汰が始まると予想されている。

台湾は最先端の半導体で「不可欠でかけがえのない」供給源であり続けると、台湾の駐米代表部に相当する台北駐米経済文化代表処の蕭美琴代表が語った。

　　蕭氏はブルームバーグテレビジョンとのインタビューで、台湾積体電路製造（ ＴＳＭＣ）が米国で半導体工場を建設するのは「安全で安定したサプライチェーンをさらに強化するための重要な取り組み」だと説明。

　　「われわれは依然として台湾を不可欠でかけがえのない存在として見ている」と述べ、「半導体を非常に競争力のある形で生産するエコシステム（生態系）の構築に何十年もかかった。今のところ、台湾が長年かけて築き上げた能力に取って代わることは誰にもできない」との見方を示した。

　　蕭氏によれば、中国は地域の軍事的プレゼンスを強化し、その力を「威圧的なやり方」で行使しようとしている。

　　「台湾の孤立化を狙ったいじめを押し返すために、われわれは常に取り組まなければならない」と指摘し、「現状を変えるするつもりはない。われわれの目標は、台湾の人々が民主主義や存続に関わる困難に対処する際に孤立しないよう十分な友人を持つことだと思う」と話した。

ソニー、“電磁波ノイズ”から発電するモジュール IoTに電力供給 - Impress Watch

ソニーセミコンダクタソリューションズ(SSS)は、電磁波ノイズエネルギーを利用したエナジーハーベスティング(環境発電)用のモジュールを開発した。

エナジーハーベスティングとは、環境や生体の中に存在する微小なエネルギーを収穫(ハーベスト)し、電力に変換する技術。電波、温度差などを用いた方式が存在するが、今回開発したモジュールは、SSSがチューナー開発で培ってきた技術を応用し、「電磁波ノイズ」から電力を高効率に生成する。

例えば、工場内のロボット、オフィス内のモニターや照明、店舗や家庭のモニターやテレビ、冷蔵庫などから常時発生する電磁波ノイズを利用。低消費電力型のIoTセンサーや通信機器の稼働に必要な電力の安定的な生成と供給を行なう。

増加するIoT機器への電力供給の問題が注目される中、高い効果と幅広い応用が期待できる新たなエナジーハーベスティング技術として、電力循環モデルの構築を目指す。

開発したモジュールでは、チューナー開発で培ってきたアンテナ技術をもとに、電磁波ノイズの発生源である電子機器などの金属部をアンテナの一部として活用。さらに電気への変換効率を高める整流回路を用いた独自の構造を採用した。これにより、小型なモジュールながら、数Hz～100MHz帯の電磁波ノイズを電気エネルギーに変換し、低消費電力型のIoTセンサーや通信機器などへの給電や電池などへの充電を可能とする。

高効率な電力生成を実現する電磁波ノイズによるハーベスティング技術は業界初。また、モジュールの部品点数を抑えることで、小型化により設置の自由度を向上。電子機器が通電されていれば、待機時においても電力収穫可能なため、屋内外を問わず、工場やオフィス、店舗、家庭など、幅広いユースケースで活用できるという。

電磁波ノイズを収穫するため、光の明るさや室内環境など、使用環境の影響を受けずに、持続的なハーベスティングが行なえる点も特徴。また、照明が正常に点灯しているかの検知、モーターを内蔵したロボットなどの機器の故障の予知管理などへの応用も期待できるという。ソニーセミコンダクタソリューションズでは、様々な業界のパートナー企業と連携し、製品化に向けた開発を進める。

[ドバイ／モスクワ ５日 ロイター] - サウジアラビアとロシアが現行の自主的な原油供給制限を年末まで延長することが分かった。サウジは日量１００万バレルの自主減産を、ロシアは日量３０万バレルの原油輸出制限を２０２３年１２月末まで３カ月間延長する。

これを受け、原油価格は急上昇。北海ブレント先物は昨年１１月１８日以降で初めて１バレル＝９０ドルを突破した。

サウジの決定は国営サウジ通信（ＳＰＡ）が報じた。報道によると、自主減産は毎月見直され、市場の状況に応じて減産の拡大・縮小が検討されるという。

一方、ロシアの決定はノバク副首相が発表した。石油市場の「安定と均衡を維持するため」という。ノバク副首相もロシアの輸出制限は毎月見直されると述べた。

学校給食の提供停止相次ぐ 供給会社が破産手続き - 産経ニュース

公立学校や寮に給食などを提供している食堂運営会社「ホーユー」（広島市中区）は５日、同社が供給する全国約１５０施設のうち、約半数への提供を停止していると明らかにした。２学期から停止しているケースが相次いでおり、同社の山浦芳樹社長は取材に「給食を提供できなくなったのは申し訳ない」と謝罪、現在は破産手続きを進めているとした。

広島県や広島市によると、１日午前にホーユーの調理員から、会社と連絡が取れず昼から食事を提供できないと県立三次高に連絡があり、同校が県に伝えた。県内で計７校の寮生向けの食事提供が滞り、各校で弁当を手配するなど対応しているという。

静岡県は５日、県立の特別支援学校など５校で２学期から給食が提供できなくなっていると明らかにした。「一日でも早く、正常な学校給食の提供ができるよう努めていく」としている。

[北京 ４日 ロイター] - 中国の何立峰副首相は４日、低価格住宅の長期的な供給を強化するため、手ごろな価格の住宅を「厳格な管理」の下に置き、転売を禁止するよう呼びかけた。

新華社によると副首相は、手ごろな価格の住宅の建設を「困難で複雑な」体系的プロジェクトとし、建設の合理的なペースを維持しながら、厳格な管理とコスト制御を行うよう求めた。

中国では、経済低迷が雇用見通しや所得に打撃を与え、市民の住宅購入資金の調達が困難になっている。また、住宅が数年後に市場で転売されることも住宅価格の高騰につながっている。

　【北京共同】中国で自動車や部品の設計を手がける阿爾特汽車技術（北京市）と、日本の半導体商社リョーサンは4日、合弁会社「四川芯世紀科技」（四川省成都市）の設立で基本合意したと発表した。日本から半導体などの電子部品を調達し、世界最大の電気自動車（EV）市場の中国での供給を目指す。

　米国主導の中国に対する半導体関連の制裁が強まり、日本も先端半導体については関連品目の輸出規制を拡大。さらに東京電力福島第1原発の処理水の海洋放出で日中関係が悪化する中での基本合意となった。

　合弁会社は阿爾特汽車技術が60％、リョーサンが40％出資し、年内にも設立する予定だという。

ＷＴＩ原油、１バレル＝85ドル上回る－ＯＰＥＣプラスの供給削減で - ブルームバーグ

１日のニューヨーク原油市場で、ウェスト・テキサス・インターミディエート（ＷＴＩ）先物が一時１バレル＝85ドルを上回った。同水準を超えるのは昨年11月以来。石油輸出国機構（ＯＰＥＣ）と非加盟産油国で構成する「ＯＰＥＣプラス」による供給削減を受け、原油市場は引き締まりつつある。

　　ＷＴＩ先物は一時1.9％高。北海ブレント先物も値上がりしている。８月の 米雇用統計で賃金の伸びが鈍化し、米利上げ観測が後退したことも、相場の押し上げに寄与した。

【深層リポート】北海道発 タクシー需要回復も供給できず ドライバーの確保急務 - 産経ニュース

北海道でタクシードライバーが不足している。新型コロナウイルスの感染症法上の取り扱いが５類に引き下げされ、市民生活も回復し観光客も戻るなど需要は高まる一方だが、肝心のドライバーが足りず十分に供給できていない。タクシー業界からは「しばらくは運転手不足の状態が続きそうだ」との声が上がる。

夜は低稼働率

観光客が戻ってきた北海道最大の歓楽街すすきの。酔客や観光客らで深夜までにぎわうが、帰宅時に手を挙げてタクシーに乗車しようとしても、乗れることはめったにない。深夜にはタクシー乗り場前に長い行列もできている。５０代のベテランドライバーは「流しの営業車を捕まえるほうが難しい。時間がかかってもタクシー乗り場で待つ方が無難だ」と話す。

札幌市厚別区の法人タクシー大手の札幌交通は市内全体で約６００台の営業車を登録しているが、その稼働率は日勤帯で７～８割、夜勤帯は５～６割まで落ち込む。

営業幹部は「この３年間は夜間の売り上げが激減し、多くのドライバーが日中勤務に変わった。需要は戻ってきているが、夜勤帯の勤務者が少なく稼働できない」と説明する。コロナ禍からの回復以降、人材確保策は強化しているが、入社よりも退職者のほうが多いため、数台は稼働できない状態。「稼げるときに営業車を出せないのは本当につらい」と厳しい表情を見せた。

年５～９％減

北海道ハイヤー協会によると、札幌市とその周辺３市区域のドライバー数は平成３１年３月時点で約９千人（法人のみ。個人タクシーなど除く）。ここ数年は年間５～９％のペースで減少しており、直近の令和５年６月時点では６６４７人で、わずか５年で約２５００人が業界から離れた格好だ。

年代別では全体の９割が５０代以上。３０代から６０代は減少傾向だったが、７０代はほぼ横ばいで、８０代は微増となっており、この５年で高齢化に拍車がかかっているという。今年３月には人材不足や高齢化などを理由に、市内の「札幌団地タクシー」が廃業に追い込まれる事態にもなった。

あらゆる業種で若手人材の獲得合戦が激化する中、タクシー業界も多様化する働き方への対応を模索している。

札幌交通の担当者は「若い世代は収入より休日や自分の時間を重視する。休みの多い働き方を提案しているが、昔の業界イメージが払拭しきれず親の反対で入社をあきらめる若い人もいる」と語る。

一方、ドライバーの収入は上向きだ。一般的なタクシードライバーは基本給プラス売り上げの歩合が手取りになる。最近ではスマートフォンの配車アプリなどＩＴ化の進展で流し営業で客を探す機会はそれほど多くないという。現役のタクシードライバーは「お客さんを乗せている途中に配車アプリの紹介が次々と入ったり、会社から無線で予約対応の連絡があったりする。コロナの流行期と比べると本当にありがたいけれど、対応しきれない日もある」と現状を説明する。

道内の地方都市も状況は同じだ。道南のタクシー会社は高齢者の通院や買い物利用などで稼働率は高いが、ドライバー不足で数台は営業所内に残った状態という。同社幹部は「手を挙げればいつでもタクシーに乗れる時代ではなくなった。業者のドライバー確保は急務だが、利用する側も早めの予約など工夫が必要」と話している。

札幌の法人タクシー事情　札幌ハイヤー協会によると４９会員事業者の１日１台あたり平均売上額は約３万９０００円。新型コロナウイルス禍前の令和元年と比べると約７０００円増。需要回復と運賃引き上げによるもので「最近は月収で４０万～５０万円を稼ぐ人もいる。高齢でも仕事の内容次第で高収入が期待できる」とアピールするなど若手人材の獲得に躍起だ。

記者の独り言　多くのタクシードライバーから「ひと息つく間もない」と聞く。コロナ禍を思えば現在の多忙ぶりは喜ばしいが、利用者目線では少し不便。別料金で優先予約配車をする会社もあるが、相次ぐ値上げの中にあっては気後れしがちだ。半年先の積雪期には需要がさらに増えるが、悪路の影響で予約は一層取りにくくなるだろう。業界の努力だけではもはや対応しきれなくなっている。（坂本隆浩）

[ワシントン １日 ロイター] - バイデン米政権は劣化ウラン弾を含む徹甲弾をウクライナに初めて供給する。ロイターが文書を入手したほか、関係者２人が述べた。

来週発表される２億４０００万─３億７５００万ドル相当の新たな軍事支援に含まれる見込み。弾薬は米国製戦車「エイブラムス」からの発射が可能で、数週間以内にウクライナに届けられるという。

ただ、支援策の規模や内容はまだ調整中とした。ホワイトハウスは現時点でコメント要請に応じていない。

英国のアナベル・ゴールディ国防閣外相は今年３月、英国がウクライナに供与する主力戦車「チャレンジャー２」の弾薬の一部には劣化ウラン弾が含まれると表明。劣化ウラン弾は貫通力に優れているが、使用された場合に劣化ウランの粉塵が肺などの臓器に入り込み、健康被害が出るおそれがある。

アメア スポーツ ジャパンは9月1日、東京・銀座のギンザシックス5階に、カナダ発のアウトドアブランド「アークテリクス（ARC’TERYX）」の新店をオープンした。売り場面積は約197平方メートルで、同フロアには「ザ・ノース・フェイス（THE NORTH FACE）」やゴルフブランドなどが出店している。今秋は9月に大阪・心斎橋、10月に福岡・天神の出店も控えている。

ギンザシックスの客層に合わせ、他店よりもウィメンズに注力している点が特徴。同ブランドは今春夏、生産や物流の乱れによって商品供給が滞る店舗が多かったが、新店はオープンに合わせてきっちり品ぞろえしている。ブランド全体として、今秋冬物以降商品供給は順次改善し、来春夏物では従来レベルに戻る見込みという。

「アークテリクス」は2019年から中国のスポーツメーカー大手、アンタスポーツの傘下。22年の北京冬季五輪の際に中国の習近平国家首席がシェルジャケットを着用したことなどもあって、中国での人気が日本以上に過熱している。円安による値頃感もあって、ギンザシックスの新店は訪日客にもかなり人気となりそうだ。
